Launch of the Kroc Institute’s Fifth Comprehensive Report on Colombian Peace Accord Implementation

In 2020, the Colombian Peace Agreement faced many challenges, including the ongoing COVID-19 pandemic; intensifying violent confrontations in some territories; and continuous attacks against the life and integrity of social leaders, human right defenders, and individuals in the process of reincorporation. However, even in the midst of these challenges, the fourth year of implementation also brought new opportunities in the territories where numerous leaders formulated municipal and departmental development plans in line with the Final Agreement. Implementation of the Agreement has continued, and it is more important than ever to build ownership in the peace process among Colombian citizens and institutions across the country.

The Kroc Institute’s fifth comprehensive report, covering the period from December 2019 through November 2020, provides a quantitative and qualitative overview of the status of Agreement implementation; presents a comparative analysis to enrich dialogue around this process; highlights milestones achieved and obstacles faced; and identifies key opportunities for continuing to advance toward comprehensive peace accord implementation.

Key Messages of the Fifth Report on the implementation of the Final Agreement in Colombia

Throughout 2020, a year of global disruption and upheaval, government actors and Colombian civil society members continued to advance implementation of the stipulations outlined under the 2016 Peace Agreement between the Colombian government and the former FARC-EP. On May 25, the Peace Accords Matrix (PAM) at the University of Notre Dame’s Kroc Institute for International Peace Studies launched its fifth comprehensive report on the implementation of the Colombian Peace Agreement. The report, “The Colombian Final Agreement in the Era of COVID-19: Institutional and Citizen Ownership is Key to Implementation,” covers the period between December 2019 and November 2020.

The Colombian Peace Agreement gives the Kroc Institute at the University of Notre Dame primary responsibility for technical support and monitoring of implementation of the Final Accord through the Peace Accords Matrix (PAM) Barometer Initiative. Understanding the Accord as an integral and comprehensive text, the Institute has monitored the implementation of 578 stipulations since 2016.

Truth, Justice, and Reparation: The Gaze of the Indigenous Peoples of Antioquia

The implementation of the Colombian Peace Agreement has allowed many ethnic groups in the country, such as the indigenous communities of the department of Antioquia, to meet and have a dialogue that helps reconstruct truth and write a shared historical memory that reflects the impact of the armed conflict on their lives, cultures and territory. What is truth for these ethnic communities and how does the Indigenous Justice work with the Comprehensive System of Truth, Justice, Reparation and Non-Repetition? Youth: The Present and Future of Peace Agreement Implementation in Colombia

Youth engagement is key to the successful implementation of the Final Peace Agreement in Colombia. This video follows youth efforts to advance human and LGBT rights, as well as democratic processes, throughout the Amazonas Region in Colombia.

The 2016 Colombian Peace Agreement between the Colombian government and the FARC-EP names the Kroc Institute as part of the international verification component. The Institute is responsible for technical support and monitoring implementation.
