Peace Accord implementation in Colombia is at a crucial point of transformation and entering a new phase where it is necessary to build on previous achievements, engage in deep structural change, and focus on the areas and people most affected by violence and conflict throughout the country. On June 16 and 17, 2020, the Kroc Institute launched its fourth report on the status of implementation.

Key Messages of the Fourth Report on the implementation of the Final Agreement in Colombia

Peace Accord implementation in Colombia is at a crucial point of transformation and entering a new phase where it is necessary to build on previous achievements, engage in deep structural change, and focus on the areas and people most affected by violence and conflict throughout the country.

The Colombian Peace Agreement gives the Kroc Institute at the University of Notre Dame primary responsibility for technical support and monitoring of implementation of the Final Accord through the Peace Accords Matrix (PAM) Barometer Initiative. Understanding the Accord as an integral and comprehensive text, the Institute has monitored the implementation of 578 stipulations since 2016.

Barometer Initiative in Colombia: Accompanying Peace Accord Implementation

The historic Colombia peace agreement signed on November 24, 2016—celebrated as a major turning point in ending the country’s 52-year armed conflict—gives the University of Notre Dame’s Kroc Institute primary responsibility for technical verification and monitoring of implementation of the accord through the Peace Accords Matrix (PAM) Barometer Initiative.

This is the first time a university-based research center has played such a direct role in supporting the implementation of a peace agreement, and the first time researchers have measured the implementation of a peace accord in real time.
