Justice Minister Ossumane Ali Dauto had said in Maputo that there were no political prisoners in Mozambique. Dauto told newsmen that the fact was known to all Mozambican and international human rights agencies, including Amnesty International and the International Committee of the Red Cross. He said jails were open to [visits by] anyone, including institutions set up within the framework of the General Peace Accord.1
Human Rights Watch as well as the U.S. State Department Human Rights Report of 1994 did not report any political prisoners in Mozambique.
