The 1993 accord had a provision to protect the religious and social practices of the Bodos in the BAC area. Because the implementation of this provision was tied to the establishment of the Autonomous Badland Council (ABC), legal protection did not materialize.[fn]Yamao Zwhwlao Brahma et al., Bodoland Movement 1986-2001: A Dream and Reality (Ann Arbor: University of Michigan, 2001).[/efn_note] This particular provision was not implemented.
