Education Reform – 2002

While there was an increase in the budget for the Ministry of Education, actual spending on education was insufficient to increase coverage, improve infrastructure and implement all the reforms stipulated by the Agreements. One notable improvement was the opening of training institutes for bilingual teachers.¹

Legislative Degree No. 81-2002 established the Education against Discrimination Act.² Government Agreement No. 526-2003 established the Vice-Ministry for Bilingual Intercultural Education.
