Military Reform: Memorandum of Settlement (Bodo Accord)

Implementations

Military Reform – 1993

There are two reasons why the provision regarding recruitment drives in the Army within the BAC area was not implemented. First, against the demands of the ABSU and BPAC, the BAC area was never demarcated.[fn]Yamao Zwhwlao Brahma et al., Bodoland Movement 1986-2001: A Dream and Reality, (Ann Arbor: University of Michigan, 2001).[/efn_note] Second, the ABSU and other Bodo groups engaged in agitations and armed conflict, rendering the BAC dysfunctional.[fn]Manoj Kumar Nath, “Bodo Insurgency in Assam: New Accord and New Problems,” Strategic Analysis 27, no. 4 (2003): 533-545.[/efn_note]
