Refugees – 1998

The UN Security Council laments continued “harassment and intimidation” of ethnic Serb returnees.¹ Threats of sanctions and reduced aid to Croatia compel the GoC to take steps toward the implementation of measures to facilitate the return of Serb refugees.² The UNHCR organized an extended return program and Serbs begin to respond in small numbers.³ In December, the EU informs the GoC that future aid will depend upon the return of Serb refugees and nondiscriminatory polies.⁴
