Intermediate Implementation 
In its final human rights report, MINUGUA offered the following general evaluation of the implementation of commitments regarding human rights: “Despite hopeful advances just after the signing of the peace agreements, the country is now moving in the wrong direction with regard to human rights issues. Momentum for the reform of crucial institutions, principally the police, the Public Prosecutor and the courts, has stalled at a time when changes have not fully taken root, and modernization efforts are starved of budgetary resources and political support.”1
