Amnesty International reports that Croatia in 2002 “failed to cooperate with the International Criminal Tribunal for the former Yugoslavia (the Tribunal) by delaying the arrest and transfer of two Croatian suspects indicted by the Tribunal”. Legal discrimination against Serbs remains widespread and it is reported the majority of those prosecuted in Croat courts are Serbs.1
